摘要
高水平人才是驱动产业竞争力提升和高质量发展的关键因素。利用S省“TS”系列人才工程数据,实证研究发现,高层次产业人才对地区产业高质量发展具有显著的带动作用,并且在时期、区域、产业发展水平等方面存在异质性。分时期来看,2015年之后高层次产业人才评价范围的扩大有效增进了产业人才的作用效果;分地区来看,高层次产业人才对欠发达地区产业质量提升的带动作用更为突出;但是随着产业发展质量水平的提升,高层次产业人才的带动作用有所弱化。机制检验表明,在高层次产业人才推动产业高质量发展过程中,增进科技创新能力和提高企业经济绩效是两条重要的中间路径。为更有效发挥高层次产业人才作用,应加大其引进和培养力度,更加重视人才链、创新链、资金链、产业链融合发展,发挥高层次产业人才在企业创新中的关键作用,并为欠发达地区制定倾斜性的高层次产业人才支持政策。
High-level talents play a crucial role in enhancing industrial competitiveness and fostering high-quality develop‐ment.This study utilizes"TS"series talent engineering data from S Province to construct a panel data model.The findings indicate that high-level industrial talents significantly drive the quality improvement of regional industries,though their impact varies across different periods,regions,and levels of industrial development.Over time,expanding the evaluation scope of high-level industrial talents since 2015 has notably strengthened their role.Regionally,industrial talents exert a more pronounced influence on enhancing industrial quality in underdeveloped areas.However,as industrial development quality improves,their driving effect tends to diminish.Mechanism testing reveals that in the process of promoting highquality industrial development,enhancing scientific and technological innovation capabilities and improving corporate economic performance serve as critical intermediate pathways.To effectively leverage industrial talents,the study recommends increasing the recruitment and training of high-level industrial talents.Attention should be directed towards integrating the talent,innovation,capital,and industrial chains,thereby maximizing the pivotal role of high-level industrial talents in corporate innovation.Moreover,tailored support policies for high-level industrial talents in underdeveloped regions should be formulated to further enhance their impact.
