科技立市和产业强市是中国(绵阳)科技城建设的重点,大力发展创业投资是加快科技城建设的重要途径。政府应在支持创业投资中发挥引导资金、资源整合、制度政策、发展环境供给的角色。绵阳市创业投资面临资金分散、资源利用不充分、国有创投主业不突出、市场化和专业化程度低等挑战。借鉴先进地区国有创投公司的发展路径和经验,建议绵阳市出台创新政策,建立符合行业运作规律的国有创投运作机制,整合资源成立以创投和基金为主业的科创投集团。

The focus of the construction of China’s(Mianyang)Science and Technology City is to establish a city through science and technology and strengthen the industry.Vigorously Developing venture capital is an Important Way to Accelerate the Construction of Science and Technology City.The government should play a role in guiding funds,resource integration,institutional policies,and development environment supply in supporting venture capital.Mianyang City’s venture capital faces challenges such as fund dispersion,insufficient resource utilization,lack of outstanding state-owned venture capital main business,and low degree of marketization and specialization.Drawing on the Development Path and Cases of State owned Venture Capital Companies in Advanced Regions.Suggest that Mianyang City introduce innovative policies and establish a state-owned venture capital operation mechanism that conforms to industry operation laws,Integrating resources to build a science and technology innovation investment group with venture capital and funds as its main businesses.
