高水平金融开放拓展中国式现代化发展空间的机制与路径研究

Research on the Mechanism and Path of High-level Financial Opening to Expand the Development Space of Chinese Path to Modernization

金融是现代经济的核心,高水平金融开放应当成为用好国内国际两种资源,拓展中国式现代化发展空间的关键一环。文章通过对金融资本空间化介入经济循环的政治经济学分析,认为金融开放与中国式现代化的空间逻辑紧密相连,并遵循“生成—延展—巩固”的递进式逻辑链路,分别从要素配置空间、融资合作空间以及安全韧性空间三大维度阐释了高水平金融开放拓展中国式现代化发展空间的作用机制。基于此,提出应以更广泛的金融开放范围,吸引国际金融资源,促进国内要素优化配置与价值提升;以更多维的金融开放领域,聚焦更为前沿、交叉复合的国际金融合作,把握新兴金融业态增长点;以更深入的金融开放层次,积极参与全球经济金融治理与新秩序构建,防范化解重点风险,确保金融市场统筹好开放发展和经济安全,继而持续拓展中国式现代化的发展空间。

Finance is the core of modern economy,and high-level financial opening-up should become a key link of making good use of both domestic and international resources and expanding the space for Chinese path to modernization.Through a political and economic analysis of the spatialization of financial capital involved in the economic cycle,this paper argues that financial openness is closely related to the spatial logic of Chinese path to modernization,and follows the progressive logical link of"generation-extension-consolidation",and explains the mechanism of high-level financial openness to expand the development space of Chinese path to modernization from three dimensions:factor allocation space,financing cooperation space and security and resilience space.Based on this,it is proposed to attract international financial resources across regional and ownership boundaries with a wider scope of financial opening,so as to promote the optimal allocation and value enhancement of domestic factors.Focusing on more cutting-edge and cross-cutting international financial cooperation in the field of financial opening-up,we will grasp the growth points of emerging financial formats;With a deeper level of financial opening-up,we will actively participate in global economic and financial governance and the construction of a new order,prevent and resolve key risks,ensure that the financial market coordinates open development and economic security,and then continue to expand the development space of Chinese path to modernization.
