上海市内涝积水信息采集存在问题分析及优化措施建议

摘要 本文依据上海市2013—2022年内涝积水信息采集实践,总结比较了传感器自动监测、市民热线反馈、专业巡查发现、综合管理报送、影像智能识别和舆情信息提取6种采集方式的特点,分析了城市道路积水信息采集存在的问题,提出了优化多手段互为补充的立体监测体系、提升人工智能在积水发现中的实际应用、深化历史内涝积水数据分析、加强数据在跨部门事件发现处置中的支撑等优化措施建议,为城市内涝积水风险精细化防控提供参考借鉴。 Based on the practice of collecting information on urban waterlogging in Shanghai from 2013 to 2022,this paper summarizes and compares the characteristics of six collection methods:sensor automatic monitoring,citizen hotline feedback,professional inspection discovery,comprehensive management submission,image intelligent recognition,and public opinion information extraction.It analyzes the problems existing in the collection of urban road waterlogging information and proposes optimization measures and suggestions,such as establishing a multi-method complementary threedimensional monitoring system,enhancing the practical application of artificial intelligence in waterlogging detection,deepening the analysis of historical waterlogging data,and strengthening the support of data in cross-departmental event discovery and disposal.These suggestions serve as a reference for the refinement of urban waterlogging risk prevention and control.
