行动者网络理论视角下社区警务融入社区治理路径研究

Study on Pathways of Integrating Community Policing into Community Governance Based on Actor-Network Theory

党的二十大报告强调,建设人人有责、人人尽责、人人享有的社会治理共同体。在此背景下,社区警务融入社区治理的路径研究既契合警务工作重心下移基层的实战需要,又顺应基层治理的善治逻辑。透过行动者网络理论视角,社区警务融入社区治理还存在多元行动者合力不够、共识枢纽赋能不足、平台空间狭窄受限等问题,还需通过广泛发动、注入动能、手段融合等举措,实现社区警务与社区治理相融。

The report of the 20th National Congress of the Communist Party of China responded to the profound changes in social governance practice in the new era,emphasizing the construction of a social governance community where everyone fulfills their responsibilities and shares in the benefits.In this context,the research on the path of integrating community policing into community governance is not only in line with the actual needs of the primary level,but also in line with the good governance logic of primary-level governance.From the perspective of the actor-network theory,this paper analyzes the problems of the incompatibility between community policing and community governance,namely insufficient cooperation of multiple actors,insufficient empowerment of consensus hubs,and limited platform space,and puts forward an optimization path from three aspects:extensive mobilization,driving force injection,and fusion means.
