城市轨道交通轨道工程概预算编制存在的主要问题及对策

The Main Problems and Countermeasures of Urban Rail Transit Rail Engineering Budget Compilation

轨道交通是城市核心基础设施和民生工程,投资巨大。概预算编制是轨道交通工程设计过程中十分关键的环节,具有很强的政策性和专业性,且目前尚无系统的标准。结合多年的城市轨道交通轨道工程设计及概预算编制经验,对其概预算编制中存在的主要问题进行了总结,并系统分析了问题的成因。在此基础上,对如何提高轨道工程概预算的编制水平提出了建议,为相关工作提供借鉴和参考。

Rail transit is a core urban infrastructure and livelihood project,with huge investment.Budget preparation is a very key link in the process of rail transit engineering design,with strong policy and professional nature,and there is no systematic budget estimation standard at present.In this paper,combined with many years of experience in urban rail transit rail engineering design and budget preparation,the main problems existed in rail engineering budget preparation are summarized,and the main causes of the problems are analyzed systematically.On this basis,some suggestions on how to improve the level of rail engineering budget compilation are put forward,which can provide reference for related work.
