多维分析视角下的“国土安全”概念:内涵与外延

Homeland Security from a Multidimensional Analysis Perspective:Connotations and Denotations

国土安全是总体国家安全观中20个重点安全领域之一,但目前学界对于国土安全概念的内涵和外延缺乏统一认识。本文一方面依托官方文献,探析国土安全的核心内容和主要构成;另一方面采用古今、中外和领域三维分析方法,对“国土”和“国土安全”概念进行全面解析。总体国家安全观视域下的国土安全是中国自主知识体系的一部分,与美西方国家的国土安全概念的内涵和外延有所差异。它以领土安全为核心,包括与之关系紧密的海洋权益安全、自然资源安全和基础设施安全等。国土安全与其他19个重点国家安全领域的关系十分密切,彼此间的扩散和收缩呈现出一定的规律性。厘清这些问题可以助益学界更好地开展与国土安全相关的研究、教学和实务工作。

Homeland security is one of thetwentymajorsecurityfields identified by China's holistic approach to national security.Currently,however,there is still no agreement in academia on how to define homeland security.This paper attempts to explore the core contents andmain components of homeland security based on the available official literature and comprehensivelyanalyzethetwoconcepts of"homeland"and"homeland""security"from three dimensions-at all times,across the globe,and among different fields.Homeland security constitutes part of China's independent knowledge system,differing from the concept that prevails in Western countries,especially the United States(US).With territorial security at its core,the homeland security that China pursues includes safeguarding China's maritime rights and interests,natural resource security,and infrastructure security,among others.Homeland security is closely related to the other nineteen major fields identified by China's holistic approach to national security.These fields expand and contract with a certain regularity.Clarifying the concept of homeland security can contribute to better academic research,teaching,and practical work in this field.
