多源流理论视域下我国社区教育政策的变迁动力与逻辑阐释

摘要 为明晰我国社区教育政策的生成过程并审视现代化背景下的优化路径,以我国社区教育政策演进的发轫期、推进期和深化期三个阶段为时间轴,在多源流理论框架下探讨我国社区教育政策的变迁动力。研究发现,问题源流包括数量指标、焦点事件与意见反馈;政治源流包括党和国家的重要战略、公众情绪所代表的执政理念;政策源流则包括政府官员与专业组织的深度参与,也囊括专家学者与代表委员的建言献策。基于此,现代化的社区教育政策应该着眼社会需求、响应国家重大战略,并促进多方协同参与,彰显制度的吸纳力。 In order to clarify the generation process of community education policy in China and review the optimization path under the background of modernization,this paper takes three stages of the evolution of Chinese community education policy as the timeline,including the rise,promotion and deepening period of Chinese community education policy and discusses the dynamics of change of Chinese community education policy under the framework of multiple streams theory.The study found that the problem origins include the quantitative indexes,focus events and suggestion feedback;the political origins include the important strategies of the Party and the country,and the governing idea represented by the public sentiment;the policy origins include not only the deep participation of government officials and professional organizations,but also the suggestions of experts,scholars and representative members.Based on this,the modernization-oriented community education policy should not only focus on social needs and respond to national major strategies,but also promote multi-party cooperation participation to highlight the absorptive capacity of the system.
