论党建引领城乡社区网格化治理

On the Party Construction Leading the Grid Governance of Urban and Ru⁃ral Communities

党建引领成为新时代城乡社区治理的重要指针。党的二十大要求,健全基层党组织领导的基层群众自治机制,推进以党建引领基层治理,持续整顿软弱涣散基层党组织,把基层党组织建设成为有效实现党的领导的坚强战斗堡垒。新时代基层治理中的党建引领,不仅强调包括政治、组织、思想、作风、制度在内的传统党建,还要求将党的组织网络与领导功能一并嵌入基层社会治理中。党建引领在整合多方治理主体关系上表现出独特的制度优势,将基层党组织的政治优势、组织优势转化为治理效能已成为我国治理能力与治理体系现代化的重要保障。党建引领城乡社区网格化治理具有现实的理论逻辑、实践逻辑,但同时也面临着部分基层党组织弱化、社区网格“行政化”倾向加剧、多元主体参与意识与能力弱等现实困境,须加强基层党组织建设,搭建党建引领治理新平台;改进网格化治理体系,实现党建网格搭载治理功能;提升党建信息化数字化,强化基层治理效能;重视专业化支持体系建设,引导多方力量参与共治;探索建立不同社会空间下多层次、立体化的党建引领格局。

The leadership of Party building has become an important indicator of urban and rural community governance in the new era.The Party's 20th National Congress called for improving the mechanism of selfgovernance at the grassroots level under the leadership of grassroots Party organizations,promoting Party build⁃ing to guide grass-roots governance,continuously rectificating weak and lax grass-roots Party organizations,and building grass-roots Party organizations into a strong fighting fortress for effectively realizing the Party's leadership.The guidance of Party building in grass-roots governance in the new era not only emphasizes the traditional Party building including politics,organization,ideology,style and system,but also requires the Party's organizational network and leadership function to be embedded in grass-roots social governance.Party building leadership shows unique institutional advantages in integrating multi-Party governance relationships,and transforming the political and organizational advantages of grass-roots Party organizations into governance effectiveness has become an important guarantee for the modernization of China's governance capacity and gov⁃ernance system.Based on this,the grid governance of urban and rural communities led by the Party building has realistic theoretical and practical logic,but at the same time,it also faces realistic difficulties such as the weakening of some grass-roots Party organizations,the intensification of the"administrative"tendency of the community grid,and the weak consciousness and ability of multiple subjects to participate.It is necessary to strengthen the construction of grassroots Party organizations,build a new platform for leading Party building governance,improve the grid governance system,realize the Party building grid with governance functions,enhance the informatization and digitalization of Party building,strengthen the efficiency of grassroots gover⁃nance,attach importance to the construction of professional support systems,guide multiple forces to partici⁃pate in co-governance,and explore the establishment of a multi-level and three-dimensional leading pattern of Party building in different social spaces.
