Legal Reflection on Standardized Management of Urban Parks in Ningbo City

城市公园是城市公共空间的重要组成部分,也是一项不可或缺的公共基础设施。伴随城市化进程加快,城市中的绿色空间拓展受到阻碍,公园管理体系在规划建设过程中缺少完备的法律制度保障。宁波市作为东部沿海较发达城市,其城市公园建设和管理具有一定代表性和研究意义,通过观察其城市公园发展现状,分析其在城市公园管理规范上存在的问题,最后在此基础上从立法、产权关系和公众参与三个层面提出可行建议,以期为城市公园规范化、法制化管理提供思路和借鉴。

Urban parks are an important component of urban public spaces and an indispensable public infrastructure.With the acceleration of urbanization,the expansion of green spaces in cities is hindered,and the park management system lacks comprehensive legal protection in the planning and construction process.As a relatively developed city along the eastern coast,Ningbo’s construction and management of urban parks have certain representativeness and research significance.By observing the current development status of its urban parks,analyzing the problems existing in urban park management standards,and finally,on this basis,proposing feasible suggestions from the three levels of legislation,property rights relations,and public participation,it aims to provide ideas and references for the standardized and legalized management of urban parks.
