摘要
随着高校招标采购规模的不断扩大,与之相关的质疑和投诉现象日益增多。为了应对高校招标采购工作中遇到的质疑和投诉,针对已出现的质疑、投诉典型案例,分类剖析,并依据相关法律法规和管理办法,从前期调研论证、供应商管理、采购过程管理等方面开展研究,寻找切实可行的应对办法。提出采取严格招标文件、强化前期调研论证、加强供应商管理和信息化建设、建立良好的沟通渠道和投诉审核机制、提高采购人员和评标专家的综合素质等有效对策,积极营造公开、公平、公正的良好招标采购环境,有效促进高校招标采购工作的规范化管理,切实保障供应商的合法权益,为不断提高高校招标采购工作质量和效益提供参考和借鉴。
With the continuous expansion of the scale of bidding procurement in universities,there are more and more queries and complaints.In order to deal with the queries and complaints of bidding procurement in universities actively,in the light of some typical cases of queries and complaints that have emerged,we find out the reasons carefully,analyze them by classification,study from the pre-research demonstration,supplier management,procurement process management based on the relevant laws and regulations,and obtain practical solutions.We take effective countermeasures such as strict bidding documents,strengthening pre-research demonstration,enhancing supplier management and information construction,establishing good communication channels and complaint review mechanism,improving the comprehensive quality of procurement personnel and bid evaluation experts,to create an open,fair and just environment for bidding procurement,promote the standardized management of bidding procurement in universities,and protect the legitimate rights and interests of suppliers effectively.It may provide reference for continuously improving the quality and efficiency of university bidding and procurement work.
