碳中和约束下中匈碳金融合作潜力与路径选择

Potentials and Pathways of Carbon Financial Cooperation between China and Hungary under Carbon Neutrality Constraints

基于SWOT分析法,研究中匈碳金融合作的潜力与路径。研究发现,随着我国“一带一路”倡议和匈牙利“向东开放”政策的推出,双边贸易增速提高且绿色化转型加快,碳金融合作意向明确、市场逐步活跃,但双方在碳金融政策支持、市场建设和监管机制上仍存在差异。中匈在迎来碳金融合作风口的同时,要克服贸易保护主义和逆全球化思潮,加强碳金融风险防控。中匈在低碳投资需求、低碳路径借鉴、低碳协同互补方面具有碳金融合作的巨大潜力。为深化中匈碳金融合作,建议探索如下路径:加强碳金融合作政策激励,完善碳金融产品市场体系,构建碳金融联合监管机制,促进碳金融与产业转型融合发展。

Based on the SWOT analysis method,this paper studied the potentials and pathways of carbon finance cooperation between China and Hungary.The study finds that:The bilateral trade growth increases and the green transformation are accelerated with the launch of China's"the Belt and Road"initiative and Hungary's"opening to the east"policy.The carbon finance cooperation intention of the two countries is clear and the market is gradually active.However,there are still differences between the two sides in carbon finance policy support,market construction and regulatory mechanism.While welcoming the trend of carbon finance cooperation,China and Hungary need to overcome trade protectionism and anti globalization trend,and strengthen carbon finance risk prevention and control.China and Hungary have enormous potentials for carbon finance cooperation in terms of low-carbon investment demand,low-carbon pathway reference,and low-carbon synergy and complementarity.To deepen carbon finance cooperation between China and Hungary,it is recommended to explore the following paths:strengthening policy incentives for carbon finance cooperation,improving the market system of carbon finance products,constructing a joint regulatory mechanism for carbon finance,and boosting the integration and development of carbon finance and industrial transformation.
