Driving Regional Economic Growth with Comprehensive Transportation Reform:Mechanism,Influence and Path of Implementation

综合交通变革有助于促进贵州区域一体化、强化贵州与其他地区的联系、推动区域内资源开发利用以及促进就业和人口流动。根据贵州综合交通变革的实际,分析贵州区域经济发展格局的形成演变历程、综合交通变革与区域经济之间的协调性变化以及存在的问题;判断分析“十四五”时期贵州区域经济发展面临的机遇和挑战,研究并提出综合交通运输新格局下发展“两圈五极”区域经济空间新格局、培育壮大区域增长极、优化城镇和产业空间布局、形成“一特两大八中百小”城市布局构想。研究的边际贡献在于立足并深入分析贵州综合交通变革和区域经济的实际,从贵州省、城镇以及节点城市角度优化贵州综合交通新格局构想,形成贵州综合交通新格局,研究“十四五”期间国内外环境变化带来的影响,进而提出具有针对性、前瞻性和可操作性的政策措施建议。

As a basic,leading and strategic industry of the national economy,transportation is an indispensable part of the modern economic system.It is a key link in building a new development pattern and an important guarantee for creating a better life for the people and promoting common prosperity.During the 13th Five-Year Plan period,the comprehensive transportation system in China has achieved historic breakthrough.It has basically lived up to the development requirement of the economy and society,contributing greatly to increasing people's sense of gain and satisfaction,which will lay a solid foundation for winning the campaign against poverty and achieving the first centennial goal.At the same time,it is of great significance to promote the resumption of social production and strengthen transportation security.Expanding the demand volume of the domestic market and promoting economic growth through construction of transportation infrastructure,and forming a new development pattern of dual circulation by establishing a unified national market,is an important strategic choice for economic development and an important means to promote regional economic growth.Located in southwest China,Guizhou is located at the important intersection between the southwest,south,and central parts of China,giving it the potential to become a regional logistics and transportation hub.The development of a comprehensive transportation system in Guizhou will help promote the regional integration of the province,strengthen its connection with other regions,stimulate the development and utilization of resources in the region,and improve employment and population mobility.However,Guizhou still faces many problems such as insufficient presence in national strategies,high homogeneity in industrial layout,and unbalanced urban structure,etc.Based on the actual situation of the comprehensive transportation reform in Guizhou,this study analyzes and comments on the opportunities and challenges encountered in the regional economic development of Guizhou during the"14th Five-Year Plan"period,studies and proposes the new regional economic space pattern of"two circles and five poles"under the comprehensive transportation system,and puts forward the concept of the new comprehensive transportation pattern of Guizhou.In this paper,we look at the impact of changes in the domestic and foreign environment during the"14th Five-Year Plan"period,and accordingly propose targeted,forward-looking and highly operable measures and recommendations,such as stimulating the potential of government resources,integrating into the Sichuan-Chongqing-Guizhou Economic Zone,improving regional coordination mechanisms,activating market and administrative resources,accurately supplying combined policies,improving comprehensive transportation infrastructure,and regulating and standardizing the business running environment,etc.
