空间治理背景下四川嘉陵江流域土地利用协同绩效评价

Evaluation of synergistic performance of watershed land utilization in Jialing River of Sichuan Province in the context of spatial governance

【目的】长江流域资源开发与保护是关乎我国全局的战略性问题,空间治理背景下开展长江流域重要支流土地利用研究具有重要意义。【方法】以四川嘉陵江流域为研究区,基于空间治理与流域土地协同利用理论逻辑,构建协调度模型测度嘉陵江流域土地利用协同绩效。【结果】空间治理背景下流域土地协同利用应坚持经济发展与生态保护协同,注重流域用地结构优化,以形成流域土地资源经济-生态要素系统的协同关系,实现流域土地资源可持续利用。对四川嘉陵江流域研究发现,该流域土地利用协调度指数2011年和2020年分别为0.815 8、0.815 6,总体变化较小,流域土地利用协同绩效较弱;虽然嘉陵江流域土地利用经济效率和生态质量提增明显,但用地结构有序配置不足,且流域空间及其内部差异显著,空间治理对流域土地利用在经济效率、生态质量和结构配置上的协同性有待提升,未来需要重点关注流域空间用地结构优化问题。【结论】基于此,提出统筹流域国土空间格局以优化用地结构空间布局、强化流域土地“五量”管控以确保土地保护实施效能、建立流域土地预警系统和调控机制以保障流域用地安全的对策建议。

【Objective】 The development and protection of resources in the Yangtze River Basin is a strategic issue concerning China's overall situation.Therefore,it is of great significance to study watershed land use in its main tributaries in the context of spatial governance.【Method】 This study took the Jialing River in Sichuan Province as an example and utilized the theoretical framework of spatial governance and synergistic land use in watersheds.A coordination degree model was constructed to assess the synergistic performance of land use within the Jialing River watershed in Sichuan Province.【Result】 In the context of spatial governance,synergistic land use in watersheds should prioritize the coordination between economic development and ecological protection.Attention should be given to optimizing the land use structure within the watershed,thus establishing a coordinated “economic,ecological” factor system for land resources and promoting sustainable land use.The study of the Jialing River in Sichuan Province revealed that the land use coordination index for the Jialing River basin in 2011 and 2020 was 0.815 8 and 0.815 6,respectively,indicating minimal overall change and weak synergistic performance in land use within the watershed.Although there was a noticeable increase in economic efficiency and ecological quality of land use in the Jialing River watershed,the organized allocation of land use structures was insufficient,resulting in significant spatial and internal disparities within the basin.Thus,there is a need to enhance the synergy of spatial governance in terms of economic efficiency,ecological quality,and structural allocation of land use within the Jialing River watershed.Future efforts should focus on optimizing the spatial land use structure within the watershed.【Conclusion】 Based on the findings,comprehensive measures and suggestions are proposed.These include coordinating the spatial pattern of land use within the watershed to optimize the distribution of land use structures,strengthening control over the "five quantities" of watershed land to ensure effective land protection,and establishing an early warning system and control mechanism for watershed land to ensure the security of land use within the watershed.
