以“一城”“一江”和“一山一湖”为驱动极加快推进西藏高质量发展的设想

The Vision of Speeding up the High-Quality Development of Xizang with"One City","One River"and"One Mountain and One Lake"as the Driving Poles

本研究基于人口、资源、市场和国家在西藏的重大生产力布局,提出了将“一城”“一江”“一山一湖”打造为西藏高质量发展先行区和驱动极的设想,并提出了具体化、指标化和可操作化的实现路径。就“一城”(拉萨市)而言,着力提升消费规模、城市功能和稀缺公共服务资源的富集度,进而做大、做优人口和产值规模。就“一江”(雅鲁藏布江)而言,用“政策+市场”的力量,将“一江”超大型电站的建设过程转化为西藏农牧民再致富的过程,将电站的建设工地创建为促进民族团结的大舞台。就“一山一湖”(冈仁波齐山和玛旁雍措)而言,着眼于满足10多亿印度教教徒对其迫切的朝觐需求,通过善待“一山一湖”资源,提升该区域的环境承载能力,通过善用市场法则,提升资源的稀缺价值和设施及管理承载力。此外,文章还讨论了实现设想需要制度优势与市场作用形成合力的问题,需要从市场的视角审视西藏的资源优势和资源配置的问题。与此同时,实现设想需要加大对外开放的支撑且西藏的大好局面已为此奠定了坚实基础。

Based on the population,resources,market and the national major productivity layout in Xizang,this study proposes to build"one city""one river"and"one mountain and one as the pioneers and driving poles of high-quality development in Xizang.It also proposes a concrete,indexed and actionable path to realize the vision.In the case of"one city"(Lhasa),it will focus on improving the scale of consumption,urban functions and the richness of scarce publicservice resources,so as to make the population and output value bigger and better.In terms of"one river"(Yarlung Zangbo River),with the power of"policy+market",the construction process of"one river"mega power station will be transformed into the process of participation and enrichment of Tibetan farmers and herdsmen,and the construction site of the power station will be turned into a big stage to promote ethnicunity.In the case of"one mountain and one lake"(Gang Rinpoche and Lake Mansarovar),focusing on the urgent demand of more than one billion Hindus for their pilgrimage,by treating the resources of"one mountain and one lake"well and enhancing the environmental carrying capacity of the region,and by making good use of the market rules,the scarce value of the resources,the facilities and the management of carrying capacity of the region will be enhanced.In addition,the paper discusses that the realization of the vision requires a synergy between institutional advantages and market roles,and the need to examine Xizang's resource advantages and resource allocation from a market perspective.At the same time,the realization of the vision needs to be supported by increased opening-up to the outside world and a solid foundation has been laid for this by the great situation in Xizang.
