摘要
为更好呈现“中国样态”的跨区域横向府际协同,从复杂系统视角出发,研究如何提升京津冀大气污染跨区域协同治理效能。该文首先分析京津冀大气污染跨区域协同治理复杂系统的构成,构建跨区域协同治理效能评价指标体系;然后运用熵值法计算序参量的权重;最后通过复杂系统协同度分析方法,对2011—2020年北京、天津和河北三地的大气污染跨区域协同治理效能系统的有序度和协同度进行测算。研究结果显示京津冀大气污染跨区域协同治理效能系统的子系统有序度稳定性较差,协同治理效能有着很大的提升空间。有效提升京津冀大气污染跨区域协同治理效能可以通过强化协同政策支持力度、完善协同资金补偿制度、提高协同治理成效来实现。
In order to better present the"Chinese model"of cross-regional horizontal inter-governmental syn⁃ergy,how to improve the effectiveness of cross-regional collaborative air pollution management in Beijing,Tianjin and Hebei is studied from the perspective of complex system.Firstly,the composition of the complex system of cross-regional collaborative air pollution management in Beijing,Tianjin and Hebei is analyzed,and an index sys⁃tem for evaluating the effectiveness of cross-regional collaborative air pollution management is constructed.Second⁃ly,the entropy method is used to calculate the weights of the sequential parameters.Finally,the complex system synergy analysis method is used to measure the orderliness and synergy of the cross-regional collaborative air pollu⁃tion management system in Beijing,Tianjin and Hebei from 2011 to 2020.The results show that the subsystem or⁃derliness of the cross-regional air pollution management system in Beijing,Tianjin and Hebei is less stable,and there is much room for improving the synergistic management efficiency.Strengthening the synergistic policy sup⁃port,improving the synergistic financial compensation system and improving the synergistic governance effective⁃ness can effectively improve the cross-regional synergistic governance effectiveness of air pollution in Beijing,Tian⁃jin and Hebei.
