我国智慧应急发展研究:理论回溯、逻辑框架与实践进路

Research on the Development of Intelligent Emergency Response in China:Theoretical Retrospect,Logical Framework and Practical Approach

智慧应急顺应新时期发展和智能化趋势,依靠科学技术手段为推进应急管理事业现代化及创新应急管理模式提供了延展空间。梳理和归总我国智慧应急理论研究,回溯智慧应急的内涵概况、存在问题、特性表征、需求分析等内容,分别从研究空间、研究维度与研究视角三个层面明晰智慧应急研究的尚待开凿、挖掘之处。提出以外部情境与理论支撑、应急理念与应急模式、技术工具与平台载体、应急目标与应急能力等为内容要素的智慧应急发展研究逻辑框架。从实践层面归结我国智慧应急演变趋势特征,进而提出推进智慧应急高质量发展的可行路径,为实现中国式应急管理现代化提供坚实的理论支撑和实践指南。

Intelligent emergency response conforms to the trend of development and intelligence in the new period,relying on scientific and technological means to promote the modernization of the cause of emergency man⁃agement and the innovation of emergency management mode to provide an extended space.By sorting out and sum⁃marizing the theoretical research on intelligent emergency response in China,the connotation of intelligent emer⁃gency response,problems,characterization,demand analysis,etc are traced back,and where the research on intelligent emergency response has yet to be excavated and tapped in the three dimensions of research space,re⁃search dimensions and research perspectives is made clear.A logical framework for research on the development of intelligent emergency response with external context and theoretical support,emergency response concept and emergency response mode,technical tools and platform carriers and emergency response goal and emergency re⁃sponse capability as content elements is put forward.From the practical level,the characteristics of the evolution trend of China's smart emergency response are summarized,and then a feasible path to promote the high-quality development of smart emergency response is put forward,so as to provide solid theoretical support and practical guidance for the realization of China's modernization of emergency management.
