摘要
为响应中央对乡村产业高质量发展的具体部署,做好“土特产”文章的号召,进一步推动柘城县辣椒产业高质量发展,文章基于实地调研结果和文献梳理的研究方法,阐明了柘城县辣椒产业发展的现状、经验和问题,并提出了有针对性的对策建议。研究发现柘城县采取强化产业组织体系保障、加大地方财政扶持力度、提升规模化经营水平、加强科技创新能力、健全农业技术推广体系和完善产地市场流通体系等措施促进了辣椒产业快速发展,但由于市场竞争能力弱、品牌优势不突出、产品附加值较低、椒农整体素质下降、椒农组织化程度低和技术推广进程缓慢等问题,导致椒农增收乏力等问题日益突出。建议通过优化辣椒种植结构、推动高附加值产品生产、健全区域品牌管理制度、加强人才培养体系建设、提升椒农组织化程度和加强农技创新体系建设,全面整合生产要素分配,推动辣椒产业高质量发展。
In response to the deployment of the central government for the high-quality development of rural industries and the call for the creation of local specialties,and to further promote the high-quality development of the pepper industry in Zhecheng county,based on research methods of field research results and literature review,the current situation,experience and problems in the development of the pepper industry in Zhecheng county were elucidated,and targeted countermeasures and suggestions were proposed.The study found that Zhecheng county has promoted the rapid development of the pepper industry by strengthening the industrial organization system security,increasing local financial support,improving the level of large-scale operation,enhancing scientific and technological innovation capabilities,improving the agricultural technology promotion system and the market circulation system of the production area.However,due to weak market competitiveness,lack of prominent brand advantages,low added value of product,overall decline in the quality of pepper farmers,low degree of organization of pepper farmer and slow technological promotion process,problems such as weak income growth of pepper farmers have become increasingly prominent.It was recommended to comprehensively integrate the distribution of production factors to promote the high-quality development of the pepper industry by optimizing the structure of pepper cultivation,promoting the production of high value-added products,improving regional brand management systems,strengthening the construction of talent training systems,enhancing the degree of pepper farmer organization and strengthening the construction of agricultural technology innovation systems.
