基于系统动力学的数字政府标准化影响机制分析

摘要 围绕数字政府发展中治理能力和公共服务水平提升需求,采用系统动力学方法,构建包含政策法规、技术发展、组织机构、制度体系、治理能力和治理效果等关键因素的模型,通过因果回路图和存量流量图分析各因素之间的动态关系,并利用DYNAMO语言进行模型仿真和实证检验。实证表明,数字政府标准化能够有效推动政策法规完善、技术应用、组织结构调整、制度体系建设和治理效果提升,有效促进数字政府建设和发展。 Focusing on the needs to enhance governance capacity and public service levels in the development of digital government,this paper employs the system dynamics method to construct a model incorporating key factors such as policy and regulations,technological development,organizational structure,institutional framework,governance capacity,and governance outcomes.Through causal loop diagrams and stock-flow diagrams,the dynamic relationships between these factors are analyzed.Moreover,the model is simulated and empirically tested using the DYNAMO programming language.The empirical results demonstrate that digital government standardization can effectively promote the improvement of policy and regulations,the application of technology,the adjustment of organizational structure,the construction of institutional framework,and the enhancement of governance outcomes,thereby fostering the development and advancement of digital government.
