数字政务服务标准化改革实践探索

Exploration of the Standardization Reform Practice of Digital Government Services

摘要 随着我国行政审批制度改革的不断推进,各地行政审批局(政务服务管理办公室)着力自身发展,不同程度地建立起符合当地实际的政务服务标准体系,完善相关标准化制度。然而实践中仍广泛存在办理标准不统一、服务不到位、办事效率低等突出问题。本文通过调研当前政务服务现状、剖析我国政务服务领域存在的问题,以徐州经济技术开发区行政审批局政务服务标准化试点工作的探索与实践为例,提出解决思路,取得显著成效。 With the continuous advancement of the reform of China’s administrative approval system,local administrative approval bureaus(government service management offices)have focused on their own development,and to varying degrees have established a standards system of government services that meets local realities and improves the relevant standardization system.However,in practice,there are still widespread inconsistencies in handling standards,inadequate services,low efficiency and other prominent issues.Through the research of the current status of government services,and the analysis of the problems in the field of government services in China,this paper takes the exploration and practice of the standardization pilot work of government services in the Administrative Approval Bureau of Xuzhou Economic and Technological Development Zone as an example,and puts forward solutions with significant results.
