Mao Zedong’s Strategies for Preventing and Resolving External Risks in the 1960s and Implications

防范化解外部风险是毛泽东国家安全观的重要内容。20世纪60年代,国际矛盾和斗争、国际共运复杂局面、周边紧张环境共同构成了影响我国外交、政治和国防安全的外部风险。对此,毛泽东通过加强党建,凝心聚力;主动联合,积极团结;强化战备,稳定后方三大策略,成功防范化解了政治、外交、国防安全风险。新时代新征程上,要进一步把党的领导、人民至上、底线原则、辩证思维和制度建设作为防范化解外部风险的核心力量、根本立场、基本遵循、关键要领和重要依托加以把握,为社会主义现代化强国建设保驾护航。

Preventing and resolving external risks is an important element of Mao Zedong’s concept of national se-curity.In the 1960s,international conflicts and struggles,the complexity of the international communist move-ment,and the tense environment in the neighbourhood together constituted external risks affecting China’s diplo-matic,political and national defence security.In response,Mao Zedong successfully prevented and resolved the political,diplomatic and national defence security risks through three major strategies:strengthening party building and cohesion,taking the initiative in coalition and active unity,and strengthening war preparations and stabilizing the rear.In the new era and on the new journey,we should further grasp CPC leadership,people’s supremacy,bottom-line principle,dialectical thinking and systematic risk management as the core strength,fundamental posi-tion,basic guideline,key elements and important support for preventing and resolving external risks,so as to facil-itate the construction of a strong socialist modernized country.
