加速转型与多元发展:法国“多元卓越计划”的行动路径与实践逻辑

摘要 为推动高等教育加速转型与多元发展,法国政府于2021年提出并实施“多元卓越计划”。该计划的核心目标在于促进高等教育与研究机构在教学、地方行动、科学研究、学生生活以及科学技术文化等领域的卓越转型实践。以人本、资源、竞争、地缘等多重实践逻辑相互交织为基石,共同驱动着法国高等教育的多元化转型,从而构筑法国更为卓越的高等教育体系。经过三期评选,法国政府共遴选出46个展现卓越潜力和高度创新性的“多元卓越计划”项目,并为其提供资金支持。探讨法国“多元卓越计划”的行动路径和实践逻辑,深入理解法国高等教育转型发展的内在机理,能为我国高等教育高质量转型发展提供可借鉴的经验与启示。 In order to promote the accelerated transformation and diversified development of French higher education,the French government proposed and implemented the“ExcellenceES”in 2021.The core objective of the program is to promote excellence in the transformation of higher education and research institutions in the areas of teaching,local action,scientific research,student life,science,technology and culture.The diversified transformation of French higher education is driven by an interwoven foundation of human-centered,resource-based,competitive,and geopolitical practices.This collective effort aims to build a more outstanding higher education system in France.After three rounds of selection,the French government selected a total of 46 projects that showed outstanding potential and high innovation,and provided them with financial support.Exploring the action path and practical logic of France’s ExcellenceES Plan and understanding the internal mechanism of the transformation and development of French higher education can provide reference experience and inspiration for the high-quality transformation and development of Chinese higher education.
