摘要
高校数字化转型须以高校组织及其人员能力重塑为基础,因此新型能力建设是高校推进数字化转型的核心路径。高校数字化转型新型能力建设的流程依次是:基于高校具体运行情景的新型能力识别、分解与组合、能力单元建设以及分级建设。随着数字变革的深入推进,我国高校基于数字的整体运行范式初见端倪,然而组织领导层面的数字治理能力、数字化领导力以及师生和行政人员的数字素养与数字变革的新型能力需求之间仍存在较大差距。高校应基于当前新型能力建设的核心流程与现实基础,制订新型能力建设总体规划,以战略驱动建设;打造新型能力建设的实践体系,以平台支持建设;贯彻新型能力建设的评价标准,以评测促进建设;依据流程实施整体性协同治理,以治理强化建设。
The university digital transformation must be based on the reconstruction of organization and personnel abili-ties,so the new capacity construction is the core path to promote digital transformation.The process of new capacity building for university digital transformation is as follows:new capacity identification,decomposition and combina-tion,capacity unit construction,and hierarchical construction based on the specific operation scenario.With the deepening of digital transformation,the overall operation paradigm of Chinese universities based on digital technolo-gy has begun to emerge,but there is still a large gap among the digital governance ability,digital leadership at the organizational leadership level,as well as the individual digital literacy of teachers,students and administrators and the new capacity needs of digital transformation.Based on the current core process and practical basis of new ca-pacity building,universities should formulate the overall plan of new capacity building to drive the construction by strategy;build a new practice system for capacity building to support the construction with platforms;implement evaluation criteria for new capacity building to evaluate and promote construction;and implement holistic collabora-tive governance according to the process to strengthen governance and construction.
