新质生产力视域下粤港澳大湾区海洋发展研究

在新一轮科技革命和产业变革的背景下,我国制定了2035年实现高水平科技自立自强,进入创新型国家前列的战略目标。在这关键历史时期,习近平总书记提出“新质生产力”的重要概念,为中国加快建设创新型国家提供了重要指引。本文首先从科技、人才、教育“三位一体”出发,分析了海洋新质生产力的创新内核;其次,简述了我国海洋新质生产力的发展现状与基础;最后,提出了充分发挥深圳先行先试作用,助力大湾区打造海洋新质生产力发展前沿阵地的倡议。

A new round of scientific and technological revolution and industrial transformation has sprung up.China has set the strategic goal of achieving greater self-reliance and self-improvement in science and technology,and entering the forefront of innovative countries by 2035.During this critical historical period,the concept of"new quality productive forces"was proposed,providing important guidance for China to speed up the construction of an innovative country.This article first analyzes the key elements of new quality productive forces in ocean economy,emphasizing the critical role of science and technology,high-end talents,and innovative higher education.Secondly,this article briefly describes development foundation of new quality productive forces in ocean economy of China.Finally,this article proposes to fully leverage Shenzhen's pioneering role and accelerate the Guangdong-Hong Kong-Macao Greater Bay Area in leading the develoment of new quality productive forces in ocean economy.
