后真相时代主流意识形态网络传播的风险防范与安全治理

Research on Risk Prevention and Security Governance in the Mainstream Ideology Communication on Networks in the Post-truth Era

后真相时代情绪主导事实,使我国主流意识形态在网络传播中面临着四大风险:片面真相削弱主流价值共识凝聚的风险、主观真相分化主流意识形态大众立场的风险、人造真相遮蔽主流意识形态主导权威的风险以及未知真相破坏主流意识形态舆论生态的风险。四大风险背后的生成动力主要包括网络亚文化、算法权力、网络民粹主义以及历史虚无主义。治理后真相时代主流意识形态网络传播的风险,需要做好风险预警与防范工作、风险认知与评估工作、风险舒缓与控制工作、风险化解与善后工作,建立长期有效的舆情防控体系,准确研判公众情感传播动向,研究规制数据正义的算法伦理,强化主流意识形态传播的亲近性基因。

In the post-truth era,emotions dominate facts,which makes China’s mainstream ideology face four risks in network communication:the risk of one-sided truth which weakens the convergence of the mainstream value consensus,the risk of subjective truth which divides the public position of the mainstream ideology,the risk of artificial truth which covers the dominant authority of the mainstream ideology,and the risk of unknown truth which damages the public opinion ecology of the mainstream ideology.The driving force behind the four risks mainly includes network subculture,algorithm power,network populism and historical nihilism.The risk governance of the mainstream ideology network communication in the post-truth era needs to do a good job in risk early warning and prevention,risk awareness and assessment,risk mitigation and control,risk resolution and aftermath,and to establish a long-term public opinion prevention and control system,to accurately study and judge the trend of public sentiment communication,to examine the algorithm ethics of regulating data justice,and to strengthen the affinity gene of the mainstream ideology communication.
