试论嘉庆初年云南盐务改革——以永北同知李书吉记述为中心

On the Salt Affairs Reform of Yunnan in the Early Years of Jiaqing:Focusing on the Account of Li Shuji of Yongbei Tongzhi

乾嘉之际,云南盐务弊病丛丛,引发社会矛盾尖锐。嘉庆二年云南爆发“压盐致变”,是云南盐弊突出的反映。嘉庆四年云南推行“民运民销”的盐务改革,破解盐务弊病困局。作为地方官的李书吉经历事变,他以信札形式把谏言等上报地方要员,这为“民运民销”改革提供决策参考,为此改革作出贡献。

At the turn of the Qianlong and Jiaqing Dynasties,salt affairs in Yunnan had numerous maladies and sharp social contradictions.In the second year of the Jiaqing reign,Yunnan experienced a “salt pressure induced transformation”,which is a reflection of the prominent salt problems in Yunnan.In the fourth year of Jiaqing,the reform of Yunnan salt industry began from “Official marketing” to “Civilian marketing” in order to solve the dilemma of salt affairs.Li Shuji,as a local official,personally experienced the incident,reported his opinions to the local government officials in the form of letters,which provided historical materials for understanding the reform process of “People’s movement and People’s marketing”,and made a contribution to the reform.
