西南典型地区抽水蓄能发展定位及规模布局优化研究

摘要 在高比例新能源接入背景下,电力系统调节能力不足、电力电量双缺风险日益加剧。抽水蓄能具有响应速度快、调节容量大、响应时长灵活等优势,可作为良好的调节资源,提供调峰调频、事故备用等辅助服务。本文面向西南典型地区系统调节能力需求,开展抽水蓄能发展定位及规划布局优化研究。立足该地区电力发展形势,多维度分析抽水蓄能在电力系统中的发展定位,从系统电力保供、调节能力和安全运行需求多角度评估抽水蓄能合理建设规模,提出抽水蓄能布局优化方法,并从经济性角度给出抽水蓄能发展的政策机制建议。研究成果可为后续西南地区抽水蓄能规划建设和长远发展提供一定的参考和指导。 Due to the high proportion of renewable energy integration,the risks of insufficient regulation capacity and shortage in both power and electrical energy has become increasingly prominent.Benefited by the advantages such as fast response speed,large regulation capacity and flexible response time,pumped storage has been recognized as a good regulation resource to provide auxiliary services such as peak shaving,frequency regulation and emergency backup.To meet the requirement of regulation capacity of the typical southwest power grid,the development orientation and capacity-location planning of the pumped storage is studied in this paper.The development orientation of pumped storage is analyzed from multiple dimensions,based on the tendency of the typical southwest power grid.Then,the reasonable capacity of pumped storage is evaluated to meet the requirements of the system power support,regulation capacity and safe operation,and the location optimization methods is also proposed.Finally,from the economic perspective,several mechanism suggestions are proposed for the development of pumped storage.The research results can provide valuable reference and guidance for the planning,construction,and long-term development of pumped storage in southwest power grid.
