文化治理视角下的“非遗小镇”—基于广州沙湾古镇文化空间的反思

A Study on“Intangible Cultural Heritage Town”from the Perspective of Cultural Governance:An Anthropological Reflection Based on the Cultural Space of Shawan Town in Guangzhou

当前,全球治理、国家治理、文化治理等话语层出不穷,治理概念的流行反映出20世纪90年代有关权力观念的基本主张。在文化治理的讨论中,文化如何被治理始终是学界探讨的重要话题,并逐渐由国家权力引导向多主体参与的方向演进。其中,文化空间作为文化治理的重要场域,表现文化治理的具象。基于中西方有关文化治理的学术史,可以明确文化治理的规范性定义。广州沙湾古镇打造的“非遗小镇”是文化空间参与和文化治理空间营造的典型案例,从中可以更深入地探讨文化作为“独特知识、专门艺术、技术与机制”串联组合而成的治理关系。

We have now entered a comprehensive "era of governance",where discussions about global,national,cultural governance,and so on abound.The widespread popularity of the governance concept refects the fundamental propositions regarding power concepts in the 199s.However,in the discourse on cultural governance,the question of how culture is governed has always been debated in Western and Eastern academic circles,which has gradually evolved from state-led guidance to the participation of multiple actors in practice.Among them,cultural space,as an essential medium and effect of cultural governance,embodies the concreteness of cultural governance.Based on the academic history of cultural governance in the West and East,the normative definition of cultural governance can be clarified.By using cultural space as the basis for understanding and implementing cultural governance and focusing on the case of creating a"heritage town"in Shawan Ancient Town in Guangzhou,this paper delves deeply into the governance relationships formed by culture as a combination of"unique knowledge,specialized arts,techniques,and mechanisms".
