超大城市点状供地建设养老设施的方法与模式研究

Research on the Method and Model of the Construction of Elderly Care Facilities in Megacities with Dot-Like Land Supply

当前我国老龄人口对养老设施的需求不断提升,超大城市老龄人口基数大使得供需矛盾更加突出[1],且在存量更新时代背景下面临养老设施建设缺乏空间载体的问题,而点状供地政策的出台使得产业更易进入乡村,为近郊乡村建设养老设施以服务超大城市中心城区养老需求提供契机。对乡村点状供地建设养老设施服务城市老龄人口开展研究,围绕服务对象、承载空间和政策组合3个方面提出了工作方法,从养老机构性质、用地性质和建设模式3个方面对实践模式进行了综合思考。

At present,Chinese elderly population demand for old-age care facilities continues to increase.The base of the elderly population in megacities makes the contradiction between supply and demand more prominent[1].In the context of the stock renewal era,the construction of elderly care facilities lacks spatial carriers,and the introduction of the dot-like land supply policy makes it easier for industries to enter the countryside,providing an opportunity for the construction of elderly care facilities in suburban villages to serve the needs of elderly care in the central urban areas of megacities.This paper studies the construction of elderly care facilities for the urban elderly population in rural areas with point land supply,puts forward working methods from three aspects:service object,carrying space and policy combination,and comprehensively considers the practice mode from three aspects:the nature of elderly care institutions,the nature of land use and the construction mode.
