体育新乡贤助推乡村体育治理的价值审视、现实困境与实践进路

The Value Survey,Realistic Dilemma and Practical Approach of New Country Sports Elite in Promoting the Governance of Rual Sports

采用文献资料、逻辑分析等方法,对体育新乡贤助推乡村体育治理的价值审视、现实困境与实践进路等问题予以深入分析。研究认为:体育新乡贤是那些推动乡村体育高质量发展的社会权威,他们通过参与乡村体育治理提升乡村体育服务水平、促进乡村体育产业升级、推动乡村体育人才发展、繁荣乡村体育文化事业及助推乡村体育赛事提升等。现阶段,由于观念壁垒与定位认识不清、制度建设与工作平台缺乏、组织机构与治理主体缺位及参与诉求与基层管理矛盾等弊端,使体育新乡贤参与乡村体育治理社会认同不高、工作力度不强、氛围不浓、发挥力度不佳。文章提出,提高宣传力度与形塑认识理念、完善制度设计与创新平台建设、拓展组织机构与强化合作体系、均衡利益诉求与优化运行方式是纾解体育新乡贤参与乡村体育治理困境的实践进路。

Using the methods of literature review and logical analysis,this paper makes an in-depth analysis on issues such as the value examination,realistic predicaments and practical approaches of rural sports governance promoted by new country sports elite.The research holds that the new country sports elite are the social authorities who are in line with the high-quality development of rural sports,they improve the level of rural sports services,promote the upgrading of rural sports industry,promote the development of rural sports talents,prosper rural sports culture and promote rural sports events by participating in the process of rural sports governance.At present,due to the unclear understanding of conceptual barriers and positioning,the lack of system construction and working platform,the absence of organizational structure and governance subjects,and the contradiction between participation demands and grassroots management,the participation of new country sports elite in rural sports governance has led to low social recognition,weak work intensity,weak atmosphere,and poor performance.Finally,the article proposes practical approaches to alleviate the difficulties faced by new country sports elite in participating in rural sports governance,such as increasing publicity efforts and shaping awareness concepts,improving institutional design and innovative platform construction,expanding organizational structures and strengthening cooperation systems,and balancing interests and optimizing operational mode.
