摘要
假期托管服务是指在寒暑假由家庭自愿委托其他合法责任方为有需要的儿童提供公益普惠性质的监管、看护等服务的活动。我国的假期托管服务大体经历了“家庭自主互助为主”“市场化经营为主”“政府主导公益普惠”三个阶段,现阶段存在地方财政压力大、质量不高、协作难度大、教学资源缺乏、因地制宜的制度设计缺失等痛点。通过多轮行动研究,创新构建了“师范生为服务主体+教育局主管各部门协作+义务教育学校为主场地”的“师范生+”假期托管服务模式,下一步应建立有效的协调机制,增强模式的可操作性。
Holiday trusteeship services refer to the activities in which families voluntarily entrust other legally responsible parties to provide public welfare and inclusive supervision,care and other services for children in need during winter and summer vacations.China's holiday trusteeship services have generally gone through three stages:"family autonomy and mutual assistance as the main focus","market-oriented operation as the main focus",and"government-led public welfare and inclusiveness".At present,there are pain points such as high local financial pressure,low quality,difficult cooperation,lack of teaching resources,and lack of tailored institutional design.Through multiple rounds of action research,we have innovatively constructed a"normal student+"holiday trusteeship service model with"normal students as the service subject,the cooperation of the competent departments of the education bureau,and compulsory education schools as the main venue".The next step is to establish an effective coordination mechanism and enhance the operability of the model.
