社会工作者参与社区矫正的实践困境及其解决对策

Practical Dilemmas and Solutions of Social Workers’Participation in Community Correction

我国社区矫正工作历经二十余年的开展取得了良好的法律效果和社会效果。社会工作者作为法定的社区矫正工作主体之一,在社区矫正实践中发挥着重要的作用,取得了显著的工作成效,已经成为社区矫正工作者队伍中不可或缺的中坚力量。但是,随着社区矫正工作的进一步发展,社会工作者也面临着社会认同度低、角色定位不清、素质参差不齐、人员配比不等、工作队伍不稳定等问题。应立足我国国情,以《社区矫正法》为法律依据,结合我国社区矫正实践状况,采取强化宣传引导、明确身份职权、规范人员管理、健全激励机制、加强经费保障等针对性措施破解困境,以推进社区矫正领域规范化、专业化、职业化社会工作者队伍建设,助力社区矫正工作持续有效推进。

Community correctional work in China has been conducted for over two decades,yielding favorable legal and social outcomes.Social workers,as one of the legal subjects of community correctional work,play a pivotal role in community correctional work and have achieved notable outcomes,becoming an indispensable component of the community correctional workforce.However,with the further development of the community,social workers face a range of challenges,including low social acceptance,ambiguous role definition,inconsistency in quality,unequal staffing ratios,and a fluctuating workforce.In light of the specific circumstances of China and the stipulations of the Community Corrections Law,as well as the current state of community corrections practice in China,targeted measures should be implemented to overcome the current predicament.These measures should include strengthening publicity and guidance,clarifying the status and powers of personnel,and regulating the management of personnel,sounding the incentive mechanism,and maintaining the financial guarantee to promote the construction of a standardized professional and vocational team of social workers in the field of community corrections,and to assist in the continuous and effective advancement of the work of community corrections.
