摘要
党的二十大报告关于“统筹职业教育、高等教育、继续教育协同创新”的新提法,是历史逻辑、理论逻辑与价值逻辑的辩证统一。从历史逻辑来看,中华人民共和国成立以来,我国“三教”关系先后经历了“三教”并立、“三教”沟通衔接、“三教”协调发展、“三教”协同创新四个演进阶段。从理论逻辑来看,其逻辑起点是科学认识统筹与协同创新的辩证关系,准确把握职业教育、高等教育和继续教育的内在关联;其内涵要义是以统筹思维谋划“三教”可持续发展,以系统观念优化教育体系整体效能,以协同创新撬动教育领域综合改革;其理论框架是统筹教育结构、人才培养、资源配置、教育质量评价、学习成果认证等关键要素,并通过信息互惠共享、目标共同设定、绩效系统匹配、行动最优同步等实现“三教”的协同创新发展。从价值逻辑来看,应发挥“三教”集成功能,为高质量教育体系提供强力支撑;重塑终身教育理念,助推学习型社会、学习型大国建设;深度开发人力资源,适应经济社会转型和科技产业升级。
The new formulation on the"collaborative innovation of vocational education,higher education,and continuing education"in the report of the 20th National Congress of the Communist Party of China is a dialectical unity of historical logic,theoretical logic,and value logic.From the perspective of historical logic,since the establishment of the People's Republic of China,the relationship between the"three types of education"in China has gone through four stages of evolution:the coexistence of the"three types of education",the communication and connection of the"three types of education",the coordinated development of the"three types of education",and the collaborative innovation of the"three types of education".From the perspective of theoretical logic,its logical starting point is to scientifically understand the dialectical relationship between overall planning and collaborative innovation,and accurately grasp the internal relationship between vocational education,higher education,and continuing education.The essence of its connotation is to plan for the sustainable development of the"three types of education"with a coordinated thinking,optimize the overall effectiveness of the education system with a systematic concept,and initiate comprehensive reforms in the education field with collaborative innovation.Its theoretical framework is to coordinate key elements such as education structure,talent cultivation,resource allocation,education quality evaluation,and learning achievement certification,and to achieve collaborative innovation and development of the"three types of education"through reciprocal information,joint arrangement,systematic matching,and optimal synchronisation.From the perspective of value logic,it is necessary to leverage the integrated function of"three types of education"to provide strong support for high-quality education systems.We need to reshape the concept of lifelong education,and promote the construction of a learning-oriented society and a learning-oriented country.We also need to further develop human resources to adapt to economic and social transformation and technological industry upgrading.
