构建县域医共体绩效分配体系的实践探索

摘要 建立并完善县域医共体绩效分配体系是建立整合式医疗卫生服务体系、推进健康中国建设的关键环节。县域医共体绩效分配体系需建立激励约束机制,解决基层医疗资源分布不均衡、偏远地区基层人才短缺和一线工作人员积极性不高等问题。浙江省平阳县通过完善考核组织管理体系、加强信息化建设,从医共体成员单位间、成员单位内部科室间以及科室内部员工间的绩效分配进行探索,利用设置差异化系数、绩效分配向一线人员倾斜等方式,在提升基层服务能力、调动人员工作积极性等方面取得了一定成效,为推进县域医共体绩效分配体系建设提供了实践参考。 It is a key link in establishing an integrated health service system and promoting the construction of a healthy China to establish and improve the performance allocation system of county-level medical communities.The performance allocation system of county-level medical community needs to establish an incentive and constraint mechanism to solve the problems of unbalanced distribution of primary medical resources,shortage of primary talents in remote areas and low motivation of frontline staff.In Pingyang County of Zhejiang Province,through improving the assessment organization and management system and strengthening the construction of information technology,the performance allocation was explored among the member units of the medical community,among the departments within the member units,and among the employees within the departments.By using the setting of differentiation coefficients and tilting the performance distribution to the frontline staff,certain achievements have been achieved in enhancing the primary service capacity and mobilizing the staff's motivation.It provides a practical reference for promoting the construction of performance allocation system for county-level medical communities.
