我国现代职业教育体系的建设困境与出路——基于新《职业教育法》修订内容的研究

The Dilemma and Outlet of the Construction of Modern Vocational Education System in China--Research on the Revised Content of the New Vocational Education Law

我国现代职业教育体系正处于从“层次化”向“类型化”转型的关键节点。新《职业教育法》在明确职业教育类型定位、强化技能型社会建设的制度保障以及细分各部门管理职责方面呈现出多维价值。立足于此,解析新《职业教育法》对现代职业教育体系建设的驱动逻辑,发现新《职业教育法》下现代职业教育体系建设面临的延展性、深入性、上升性多层困境。进一步探寻建设现代职业教育体系的出路,并提出破除普职融通困阻,打造普职教育横纵贯通体系;打破校企合作壁垒,构建以实训为主的教育培训机制;消除学历层次瓶颈,建设以职教高考为核心的学生上升通道。

China's modern vocational education system is at the key node of transformation from"hierarchy"to"type".The new vocational education law shows multi-dimensional values in clarifying the development orientation of vocational education types,strengthening the institutional guarantee of the construction of a skilled society,and subdividing the management responsibilities of various departments.Based on this,it deconstructs the driving logic of the new vocational education law on the construction of the modern vocational education system,and excavates the multi-layer difficulties of extension,depth and escalation faced by the construction of the modern vocational education system under the new vocational education law.It further explores the way out of building a modern vocational education system,and proposes to break through the difficulties and obstacles of general vocational education and creates a horizontal and vertical system of general vocational education.It breaks down the barriers of cooperation between schools and enterprises,and build an education and training mechanism based on practical training.It eliminates the bottleneck of academic qualifications and build a channel for students to rise with the vocational education college entrance examination as the core.
