常州市建设项目“多测合一”服务平台研究和实践

Research and practice of“Multi-measurement Integration”service platform for construction projects in Changzhou

为深入贯彻落实中共中央、国务院关于优化营商环境、深化“放管服”改革的统一部署,加快疏解企业办事堵点、痛点、难点,各地纷纷在工程建设项目审批领域,探索“一次委托、统一测绘、成果共享”。文章着眼“多测合一”改革对信息化提出的深层次需求,立足常州实际,分析了测绘工作面临的问题,提出了常州市建设项目“多测合一”服务平台建设思路,介绍了系统在流程优化、标准统一、成果共享、提质降费等方面的应用实践及显著成效。

In order to thoroughly implement the unified deployment of the CPC Central Committee and the State Council on optimizing the business environment and deepening the reform of“delegating power,regulating and serving”,and accelerate the relief of blockage,pain points and difficulties in enterprise affairs,various localities have explored“one-time commission,unified surveying and mapping,and results sharing”in the field of engineering construction project approval.This paper focuses on the deep-seated needs of the“Multi-measurement Integration”reform for informatization,based on the reality of Changzhou,analyzes the problems faced by the surveying and mapping work,puts forward the construction idea of the“multi measurement and integration”service platform of Changzhou construction project,and introduces the application practice and remarkable results of the system in process optimization,standard unification,achievement sharing,quality improvement and cost reduction.
