区域性洪水影响评价方法研究

摘要 以城市开发区作为整体进行的区域性洪水影响评价与独立建设项目洪水影响评价在评价对象、评价内容和评价方法方面均有明显区别。以湖北省浠水经济开发区为例,对区域性洪水影响评价的技术路线和评价重点进行探索,根据地形特点将临近小支流因暴雨产生的洪水和内涝作为主要洪水来源,根据开发区规划和未来发展提出了更高的防洪标准,通过水动力学模型计算周边流域可能发生的洪水给开发区带来的风险。结果表明,防洪标准内的洪水导致浠水经济开发区受淹的可能性较大,推荐采用填高沿河场地的措施降低洪水对浠水经济开发区的威胁。区域性洪水影响评价可通过整体风险评价为开发区规划和建设过程中防范洪水风险提供技术支撑,也通过开发区整体提前审批代替了建设项目逐个单独审批,提高了行政审批效率。 Regional flood impact assessment based on a urban development zone as a whole differs significantly from the flood impact asssment for independent construction projects in terms of evaluation targets,contents,and methods.Taking the Hubei Xishui Economic Development Zone as an example,exploring the technical route and evaluation focus of regional flood impact assessment.Based on the terrain characteristics,identifies the flood and waterlogging caused by heavy rain in adjacent small tributaries as the main source of flood.Higher flood standards are proposed based on the development zone planning and future development.The risk of potential floods in the surrounding basins to the development zone is calculated through hydrodynamic models.The results indicate that there is a high probability that the Xishui Economic Development Zone will be flooded due to flooding within the flood control standards,and it is recommended to adopt measures such as flling up the riverfront area to reduce the threat of floods to the Xishui Economic Devclopment Zonc.Regional flood impact asssment can provide technical support for flood risk prevention in the planning and construction of devclopment zones through overall risk assessment.It also replaces individual approval of construction proiccts with advance approval of the entire development zone,improving administrative approval efficiency.
