高质量发展下成都市现代粮食产业体系构建及其实现路径研究

Research on the Construction and Implementation Path of Modern Grain Industry System in Chengdu under High Quality Development

现代产业体系是国民经济发展的核心。现代粮食产业体系作为现代产业体系组成的重要部分,是高效协同储运加各环节的多要度、全链条、多层次、韧性可持续的现代化粮食产业发展方式。成都市认真贯彻习近平总书记关于“打造新时代更高水平‘天府粮仓’”重要指示要求,通过政策化引导、标准化建设、科技化支撑、产业化发展、多元化打造等方式发展现代粮食产业。但是也存在资源要素约束紧,种粮成本居高不下,粮食产业链条短,建圈强链有待强化,经营主体小而散,利益连接不够紧密等问题。要从夯实发展基础,筑牢粮食产业生产根基、打造天府好粮,强化粮食产业建圈强链、完善联农机制,实现粮食经营效益最优等三个方面着手,推动成都市现代粮食产业体系高质量发展。

The modern industrial system is the core of national economic development.The modern grain industry system,as an important part of the modern industrial system,is a multi-dimensional,full chain,multi-level,resilient and sustainable development mode of the modern grain industry that efficiently coordinates storage,transportation,and various links.However,there are also issues such as tight resource constraints,high grain production costs,short grain industry chains,the need to strengthen circle building and strong chains,small and scattered business entities,and insufficient interest connections.To promote the high-quality development of Chengdu s modern grain industry system,we should start from three aspects:consolidating the foundation of development,building a solid production foundation for the grain industry,creating good grain in Tianfu,strengthening the construction of the grain industry circle and strong chain,improving the agricultural linkage mechanism,and achieving the best grain management efficiency.
