我国工会组织发展全过程人民民主的运行逻辑研究

A Research on the Operational Logic of Developing the Whole⁃Process Peoples Democracy by Trade Union Organizations in China

我国工会组织在推进全过程人民民主中发挥着不可替代的重要作用,从历史逻辑把握工会组织发展全过程人民民主的历史自觉,从理论逻辑把握工会组织发展全过程人民民主的思想自觉,从实践逻辑把握工会组织发展全过程人民民主的行动自觉。我国工会组织主要通过源头参与、指标式管理、检查考核、资源整合、扩面覆盖等方式发展全过程人民民主,以此在治理效能中实现民主建制全覆盖、民主体系全层级、民主向度全链条、民主形式全方位。未来工会组织在发展全过程人民民主中应加大源头参与、分类施策、技术赋能等。

Trade union organizations play an irreplaceable and important role in promoting the whole-process people's democracy in China.From a historical logic perspective,we grasp the historical consciousness of trade union organizations in developing the whole-process people's democracy.From a theoretical logic perspective,we grasp the ideological consciousness of trade union organizations in developing the whole-process people's democracy.From the perspective of practical logic,we grasp the conscious action of trade union organizations in developing the whole-process people's democracy.Trade union organizations in China mainly develop whole-process people's democracy through source participation,indicator-based management,inspection and assessment,resource integration,and expanding coverage,in order to achieve full coverages of the democratic system,all levels of the democratic system,all dimensions of democracy,and all forms of democracy in governance efficiency.In the future,trade union organizations should increase their participation at the source,implement targeted policies,and empower technology throughout the development of the whole-process people's democracy.
