论我国教育民生建设的新时代意蕴与实践进路

On the Implications of People's Education Livelihood and its Construction Approaches in New Era in China

摘要 建设高质量教育体系对教育民生建设提出了新的更高的要求。社会主要矛盾的转变更体现在教育领域,直指推进教育民生要在目标、内涵、要求等方面发生新变化。新时代教育民生是建立在民生观、教育观以及相关的公平观、发展观、质量观等基础之上的一个综合性概念。教育民生的层次性和进阶性内在特征,使得教育民生诉求始终处于动态发展之中。从对民生“三感”的超越性要求,到精神性民生的普遍性追求,教育民生呈现“水涨船高”之势。新时代推进教育民生要特别重视重点领域的阶段性教育民生,高度关注普遍性的精神性教育民生,坚持底线思维推进托底性教育民生,以及切实加强教育民生建设的评价监督。 The construction of a high-quality education system has put forward new and higher requirements for people's education livelihoods.The transformation of the main social contradictions is obviously reflected in the field of education,directly referring to the new changes in the connotation,requirements,and challenges of promoting people's education livelihood.The people's education livelihood in the new era is a comprehensive concept based on the concepts of people's livelihood,education idea,fairness idea,development idea,and quality idea.The hierarchical and advanced nature of people's education livelihood has always kept it in a dynamic development.From the transcendental requirements for the"three senses"of people's livelihood to the universal pursuit of spiritual people's livelihood,people's education livelihood has shown a trend of"rising tide with rising boats".In the new era of promoting people's education livelihood,special attention should be paid to the phased people's education livelihood in key areas,high attention should be paid to the spiritual education and people's livelihood,adhere to the bottom line thinking to promote people's education basic livelihood,and strengthen the evaluation and supervision of people's education livelihood construction.
