研究型大学学科建设与产业创新互动机制研究——以浙江大学衢州“两院”为例

Research on the Interaction Mechanism between Research-oriented University Discipline Construction and Industrial Innovation in China:A Case Study of Quzhou Research Institute of Zhejiang University

摘要 在新型国家创新体系和国家战略科技力量加快部署的背景下,校地共建研发实体逐渐成为高水平研究型大学学科建设与产业创新互动机制的重要运行载体。本文围绕我国研究型大学学科建设与产业创新互动关系、机制及其影响因素进行研究,选取浙江大学衢州“两院”作为校地共建研发实体典型案例,从渠道机制、动力机制、运行机制和约束机制四方面分析浙江大学衢州“两院”学科建设与产业创新的互动模式并总结其建设经验,即国家需求导向下的产学强强合作、基于产学双元需求的科教分工、依托产学声誉的引资引智平台。针对现有产学互动的供需脱节、消极合作以及人才流失等问题,本文提出需进一步从决策端和行动端角度完善制度规范、依托科研生产一体化链条重塑组织定位、遵循“中心-外围”规律打造有序生态、面向地方需求创新运行模式,以构建研究型大学学科建设与产业创新的良性互动关系。 In the context of the accelerated deployment of the new national innovation system and national strategic S&T forces,R&D entities established through collaborative efforts from universities and local communities have gradually emerged as a significant carrier for research-oriented universities to foster a positive interaction between academic discipline construction and industrial innovation.This paper focuses on the interaction relationship,mechanism,and influencing factors between researchoriented universities'discipline construction and industrial innovation in China,selecting the Quzhou Research Institute of Zhejiang University as a typical case of R&D entities established through collaborative efforts from universities and local communities.This paper analyzes the interaction mode of Quzhou Research Institute of Zhejiang University from four aspects:channel mechanism,driving mechanism,operational mechanism,and constraint mechanism,and summarizes its construction experience,including the strong university-industry collaboration driven by national demands,the division of labor in science and education based on the university-industry dual needs,and the establishment of investment and intelligence plaforms leveraging the university-industry reputation.Addressing the existing problems in industry-university interaction such as the disconnect between supply and demand,passive collaboration,and talent loss,this paper proposes the need to further improve institutional regulations from both the decision-making and action ends,reshape organizational positioning by leveraging the integration of research and production,adhere to the"center-periphery"principle to create an orderly ecosystem,and innovate operational models to meet local demands.These measures aim to establish a constructive interaction relationship between discipline construction at research-oriented universities and industrial innovation in order to foster a virtuous cycle.
