河南省“两高”行业现状及高质量发展对策研究

Research on the Status Quo and High-Quality Development Counter⁃measures of the"High Pollution and High Energy-consuming"Indus⁃try in Henan Province

【目的】对河南省“两高”行业提出管理对策建议,促进相关行业进一步提升绿色发展水平。【方法】通过资料分析和现场调研,识别河南省“两高”行业绿色低碳发展的关键问题和制约因素,提出提升和改进建议。【结果】“两高”行业是河南省工业体系的重要组成部分,同时也是影响河南省部分区域环境质量的重要因素,部分“两高”行业装备水平较低,污染治理仍有进一步提升空间,拟建“两高”项目环境要素保障难度较大。部分新兴行业潜在环境影响较大,急需出台有关行业政策予以规范和引导。【结论】生态环境部门应强化顶层设计,加强环评审批,严把准入关口,对有关“两高”行业实施靶向发力,补齐治污短板,提高治污减排的效果。

[Purposes]This paper aims to propose management strategies and suggestions for the"High Pollution and High Energy-consuming"industries in Henan Province,and promote the further improve-ment of green development levels in related industries.[Methods]Through data analysis and on-site re-search,this paper identifies the key issues and constraints of green and low-carbon development in the"High Pollution and High Energy-consuming"industries in Henan Province,and proposes suggestions for improvement and transformation.[Findings]The"High Pollution and High Energy-consuming"in-dustry is an important component of the industrial system in Henan Province,and it is also an important factor affecting the environmental quality of some regions in our province.Some of the"High Pollution and High Energy-consuming"industries have low equipment levels,and there is still room for further im-provement in pollution control.It is difficult to ensure the environmental elements of the proposed"High Pollution and High Energy-consuming"project.Some emerging industries have significant potential en-vironmental impacts,and there is an urgent need to introduce relevant industry policies to regulate and guide them.[Conclusions]The ecological environment department should strengthen top-level design,strengthen environmental impact assessment approval,strictly control access barriers,implement tar-geted efforts for industries related to"High Pollution and High Energy-consuming",fill the gaps in pollu-tion control,and improve the effectiveness of pollution control and emission reduction.
