混合的力量:合作社参与农业科技服务的多重制度逻辑及行动策略

The Power of Hybriding:Multiple Institutional Logics and Action Strategies for Cooperative Participa in Agricultural Science and Technology Services

作为一种新型农业经营主体,农民专业合作社已成为提高小农户组织化程度和服务带动小农户发展的重要力量。既有研究一般从交易成本经济学、社会资本、关系合同与关系治理等理论视角对合作社参与农业科技服务的效率机制进行分析,本研究则基于合作社作为混合组织面对的制度复杂性,构建了“制度复杂性—行动策略—组织目标”分析框架,揭示了合作社参与农业科技服务的合法性机制。研究发现合作社面对内部“社区—市场”竞争制度逻辑、外部场域多重制度逻辑带来的制度复杂性,采取选择性耦合策略、主导型策略、结盟型策略调整内部制度逻辑关系,以一种“混合的力量”赢得场域内相关利益主体的支持并获得组织合法性,从而调动场域中不同制度逻辑驱动的行动主体来实现组织发展目标。本研究对深入认识混合组织如何结合制度逻辑解决组织边界之外的复杂社会需求以实现组织发展目标具有一定理论价值和政策启示。

As a new type of agricultural business entities,farmer cooperatives have become an important force for improving the degree of organization of small farmers and service-driven development of small farmers.While existing studies generally analyze the efficiency mechanism of cooperatives'participation in agricultural science and technology services from the theoretical perspectives of transaction cost economics theory,social capital theory,relational contract and relational governance,this study constructs an analytical framework of"institutional complexity-action strategies-organizational goals"through the institutional complexity faced by cooperatives as hybrid organizations,and reveals the legitimacy mechanism of cooperatives'participation in agricultural science and technology services.The study found that cooperatives,faced with the institutional complexity brought by the internal institutional logic of"community-market"competition and the multiple institutional logics of the external field,adjust the internal institutional logic relationship through selective coupling strategy,dominant strategy and alliance strategy,and win the support of stakeholders in the field with a"hybrid power"and obtain organizational legitimacy.Therefore,the action subjects driven by different system logic in the field can be mobilized to achieve the goals of organizational development.This study has certain theoretical value and policy implications for an in-depth understanding of how hybrid organizations can combine institutional logic to address complex social needs beyond organizational boundaries in order to achieve organizational development goals.
