中国场景下的公共服务合作生产运行逻辑——以超大城市A市的基层公共服务供给为例

The Operational Logic of Public Service Co-Production in China:Cases of Grassroots Public Service Provision in Mega City A

公共服务合作生产作为公共管理学界近年来的高频词汇,是传统公共行政、新公共管理、新公共治理和社群主义等多种研究范式叠加的产物。作为最早在西方学术体系中出现的理论,合作生产能否阐述当代中国公共服务供给情景,应当如何进行理论再造来增强其解释力?针对该问题,论文采用非结构式访谈、参与观察方法,对超大城市A市基层公共服务供给进行多案例观察与提炼分析,认为合作生产理论可以用来解释中国公共服务多方合作现象,但也需要因地制宜进行深度的本土化重构,即需要坚持以人民为中心的理念,在多方合作中以党建为引领,以公众需求为驱动力,提供贴近生活的治理和服务。中国场景下的公共服务合作生产模式包含了特殊的运行逻辑,具体包括政府统筹、沟通协商、社企合作和技术赋能等方面。本研究从理论上丰富了合作生产的理论维度,增强了其在不同情境下的解释力;在实践层面则可以为基层治理现代化的探索提供发展方向和政策指引。

As a high-frequency term in recent years in public administration,co-production of public services is a product of the superposition of various research paradigms,such as traditional public administration,new public management,new public governance and communitarianism.As a theory that first emerge in Western academia,can co-production explain the contemporary public service provision scenario in China,and how should the theory be reinvented to enhance its explanation?To address this question,the paper adopts methods of unstructured interviews and participant observation to observe and analyze multiple cases of grassroots public service provision in mega-city A.It is believed that the co-production theory is suitable for explaining the phenomenon of multi-party cooperation in public services in China,but it needs to be localized and reconstructed according to the local conditions,i.e.,it needs to adhere to the concept of people-centeredness,to be led by the Communist Party in multi-party cooperation,and to be driven by the public demand,so as to provide the services required by the residents.The co-production model of public services in the Chinese scenario contains a special operation logic,including government coordination,communication and negotiation,cooperation between residents and enterprises,and technological empowerment.This study expands the classical co-production theory,and enhances its explanatory power in different contexts.Besides,this study can provide development directions and policy guidelines for the exploration of grassroots governance modernization.
