国家治理的中国话语体系创新——基于孟子三层次范式的分析

The Innovation of China's Discourse System of National Governance:An Analysis Based on Mencius's Three-Level Paradigm

话语体系是承载文明的语言表达系统。国家治理话语体系是对国家治理思维意识、价值观念、行动工具和策略等的综合性话语表达。一方面,话语体系直接反映国家治理实践及政策工具创新;另一方面,国家治理实践及其政策工具创新也需要通过话语体系更好地展开和推动。研究基于孟子“居天下之广居,立天下之正位,行天下之大道”的三层次范式,依次从思维意识、价值观念和政策工具话语三个层次讨论当代中国国家治理话语体系的主要创新,并指出,其在思维层面,形成以人民、民族、国家为中心的国家思维话语及以人类和世界为中心的国际思维话语;在价值层面,形成以社会主义核心价值观为核心的对内价值话语及以全人类共同价值为核心的对外价值话语;在工具层面,形成以中国共产党领导的治理、“五位一体”总体布局、民主制度体系设计、体系—能力结构的现代化机制设计为主要内容的制度性工具话语及以改革开放、试验、协商、专项、举国体制工具为主要内容的具体行动工具话语。研究同时讨论了新时代中国国家治理话语体系创新的新任务。

Discourse system is a language expression system that carries civilization.The discourse system of national governance is a comprehensive discourse expression of national governance thinking consciousness,values,action tools and strategies.On the one hand,the discourse system directly reflects the practice of national governance and the innovation of policy tools;on the other hand,the practice of national governance and the innovation of its policy tools also need to be better developed and promoted through the discourse system.Based on Mencius'three-level paradigm of"living in the most widely place in the world,standing on the right position in the world,and pursuing the most moral path of the world",the study discusses the main innovations of China's national governance discourse system from three levels:thinking,value,and policy tool discourse.The study points out that it has formed a national thinking discourse centered on the people,ethnic groups,and country as well as an international thinking discourse centered on humanity and the world at the thinking level;an internal value discourse with the core socialist values as the core and an external value discourse with the common values of all mankind as the core at the value level;and an institutional tool discourse with the governance led by the CPC,the Five-Sphere Integrated Plan,the design of the democratic system and modern mechanism design of the system-capability structure as the main content as well as a concrete action tool discourse with the reform and opening up,experiment,consultation,specific action and the system for mobilizing resources nationwide as main content at the tool level.Moreover,the study also discusses new tasks of the innovation in China's national governance discourse in the new era.
