把“党建引领基层治理”看成一个整体,厘清其价值取向、功能和目标至关重要。党建引领基层治理具有“四主贯穿”的价值取向,分别把“加强党的领导”“坚持人民至上”“解决现实问题”“共建共治共享”作为贯穿基层治理的主线、主旨、主责和主题。其内含“三维一体”的复合功能,通过政治认同、社会整合、文化濡化三大功能,以巩固党的执政基础,打造基层治理共同体,培养社会参与责任感。运用系统思维和辩证思维,把党建引领基层治理的目标概括为“五双并行”,即治理与发展双向促进、活力与秩序双线融合、民主与民生双向互动、力度与温度双重兼顾、动能与效能双维驱动。
