Analysis of the Construction of Internet Hospitals in Henan Province

目的:通过调查了解河南省互联网医院建设现状,找出制约河南省互联网医院发展的因素,为制定符合河南省情的互联网医院发展策略提供参考依据。方法:通过发放调查问卷形式,调查省、市、县64家互联网医院,内容包括建设模式、平台功能、开展业务、运营指标等,采用描述性方法进行统计分析。结果:发放问卷64份,回收有效问卷60份,问卷回收率为94%,其中三级以上医院55家(92%),综合医院42家(70%),公立医院49家(82%),医疗机构独立申请48家(80%)。45家(75%)互联网医院采用自营自管运营模式,同时有57家(95%)53家(88%)互联网医院开展在线咨询和在线复诊业务。59家(98%)医院认为通过互联网医院建设提高了医疗服务效率和患者满意度,在互联网医院发展问题上,最突出的依次是缺乏资金支持(72%)、医务人员参与积极性不高(67%)和无建设经验可循(63%)。结论:目前河南省互联网医院以政府举办三级综合医院独立申请为主体,运营模式主要采用自营自管模式,开展业务以在线诊疗为主,面临的问题有资金短缺、医务人员参与积极性不高、缺乏相关建设经验。建议优化互联网医院盈利模式,完善医务人员激励机制,采用标杆管理方法,借鉴国内互联网医院成功案例,逐步提升互联网医院建设能力。

Objective To investigate the current status of internet hospital construction in Henan Province,identify the factors restricting its development,and provide reference basis for formulating internet hospital development strategies suitable for the local conditions.Methods A questionnaire survey was conducted among 64 internet hospitals at the provincial,municipal and county levels,which covered construction modes,platform functions,services provided,and operational indicators.Descriptive statistics method was used for analysis.Results A total of 64 questionnaires were distributed,of which 60 effective questionnaires were returned,with a recovery rate of 94%.Among them,55 were from third-class or above hospitals(92%),42 were from comprehensive hospitals(70%),49 were from public hospitals(82%),and 48 were from medical institutions that had applied for independent operation(80%).45(75%)internet hospitals adopted the self-operated and managed operation model,while 57(95%)and 53(88%)internet hospitals provided online consultation and follow-up services.59(98%)hospitals believed that internet hospital construction had improved medical service efficiency and patient satisfaction.In terms of internet hospital development issues,the most prominent problems were ranked as lack of financial support(72%),low participation enthusiasm among medical staff(67%),and lack of experience to follow(63%).Conclusion Currently,the internet hospitals in Henan Province are mainly independently applied by government-run tertiary comprehensive hospitals,and the operating model is mainly self-operated and managed.The business conducted is mainly online consultation.The problems include shortage of funds,low participation enthusiasm of medical staff,and lack of relevant construction experience.It is suggested to optimize the profit model of internet hospitals,improve the incentive mechanism for medical staff,adopt benchmark management method,learn from successful cases of internet hospitals at home,and gradually enhance the ability of internet hospital construction.
