在民众形成“有事找警察”的思维定式等因素影响之下,公安机关接警的民事纠纷数量不断增多。但是,囿于《人民警察法》等法律规范关于人民警察调解民事纠纷职权规定的模糊性等因素,公安机关在民事纠纷警情治理过程中面临诸多现实困境,阻滞了诉源治理和中国式现代化顺利推进。“枫桥经验”作为推进社会治理体系和治理能力现代化的成功范式,具有指引公安机关破解民事纠纷警情治理突破现实困境之功用。应当在准确把握“枫桥经验”内核的基础上,以其指引公安机关建构民事纠纷警情治理的具体路径。依托以人民为中心的发展思想,推动公安机关调解处理民事纠纷职权的明确化;以群众路线为指引,推动民事纠纷警情的共建共治共享;以党的集中统一领导推动民事纠纷警情治理中的多部门协同衔接。

Under the influence of factors such as the public's mindset of"calling the police when in trouble",the number of civil disputes reported to the public security organs has been increasing.However,due to the ambiguity of the legal norms such as the""People's Police Law"regarding the authority of the people's police to mediate civil disputes,public security organs face many practical difficulties in managing the civil dispute police situations,hindering the smooth progress of litigation source management and Chinese-style modernization.The"Fengqiao Experience",as a successful model for advancing the modernization of the social governance system and governance capabilities,has the utility of guiding public security organs to break through the practical difficulties in managing civil dispute police situations.It is necessary to accurately grasp the essence of the"Fengqiao Experience"and use it to guide public security organs in constructing specific pathways for managing civil dispute police situations.Rely on the people-centered development philosophy to promote the clarification of the public security organs'authority to mediate and handle civil disputes;Guided by the mass line,promote the co-construction,co-governance and sharing of civil dispute police situations;with the Party's centralized and unified leadership,promote multi-departmental coordination and connection in the mediation of civil dispute police situations.
