摘要
随着数字公安建设的全面推进,公安人力资源管理的数字化转型成为公安机关激发民警潜质、提高组织效能、提升队伍管理水平的关键契机,但理论与实践的脱节制约了公安人力资源管理数字赋能成效。在TOE理论框架下,结合公安人力资源管理本质属性与时代特征,系统构建技术动力、组织调适、环境塑造交互影响的逻辑模型,深度解析公安人力资源管理数字化转型的发展趋向与现实困境。这将有助于公安机关在数字时代的人力资源管理中重构价值理性,实现思维革新,促进技术成熟,有效规避转型过程中的潜在风险,从而推动公安人力资源管理数字化转型更加科学、协同、智能、高效。
With the construction of digital public security in all aspects,the digital transformation of public security human resources management has become a key opportunity for public security organs to stimulate the potential of police,improve organizational efficiency,and improve the level of teammanagement.However,the disconnection between theory and practice undermines the effectiveness of its digital transformation.Based on TOE theory,combined with the essential attributes and characteristics of the times of public security human resource management,a logical model of technological driving force,organizational adaptation,and environmental shaping interaction is built to deeply analyze the development trend and realistic dilemma in its digital transformation.It will help public security organs reconstruct value rationality in human resource management in the digital era,renovate thinking,promote technological maturity,effectively avoid potential risks in the transformation process,and undergo a more sound,collaborative,intelligent,and efficient transformation.
