社会治理效能的本质、内涵与提升路径

Social Governance Performance:Essence,Content and Pathway

提升社会治理效能,是现代国家建设的重要内容,反映出政党、政府、社会之间的关系。新时代社会治理效能立足总体国家安全观,以兼顾活力和秩序为价值目标,以共建共治共享为制度基础,其本质是把人有效组织起来。基于“技术—组织—环境”(TOE)框架,影响社会治理效能的因素有三大类:党的领导和政府能力、社会治理共同体的结构功能以及新技术的采纳和适配。据此构建包括社会治理共同体、资源投入、方法和行动、社会公共事务处理等要素的分析框架,提出制度优势转化为高效能社会治理的路径:一是党建引领效能,二是法治保障效能,三是投入支撑效能,四是数字促进效能。在中国式现代化进程中,应当从习近平新时代中国特色社会主义思想的原创性贡献高度,超越“国家—社会”二分法,推动建立社会治理效能的自主知识体系、实践运行体系和评价体系。

Enhancing the performance of social governance is a crucial aspect of modern state building,which reflects the relationships among political parties,government and society.The social governance performance in the new era is based on the overall national security perspective,with the value goal of balancing vitality and order,and the institutional foundation of co-construction,co-governance and sharing.Its essence lies in effectively organizing people.Based on the“Technology-Organization-Environment”(TOE)framework,it theoretically explores the factors influencing social governance performance,including leadership of CPC and capabilities of government,structural functions of social governance community,and adoption of new technologies.Consequently,a framework for analyzing social governance performance is constructed,proposing pathways for converting institutional advantages into highly effective social governance:firstly,Party construction leading performance;secondly,rule of law guaranteeing performance;thirdly,fiscal input supports performance;and fourthly,digitalization promotes efficiency.In the process of Chinese-style modernization,from the perspective of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era,it is necessary to surpass the dichotomy of“state-society”and promote the establishment of an autonomous knowledge system,operational system,and evaluation system for social governance efficiency.
